Le troisi\u00e8me Sommet des Nations Unies sur les syst\u00e8mes alimentaires (UNFSS+4), organis\u00e9 \u00e0 Addis-Abeba du 27 au 29 juillet 2025, survient vingt ans apr\u00e8s le lancement du PDDAA \u00e0 Maputo et \u00e0 la veille du nouveau cadre strat\u00e9gique de Kampala (2026-2035). Cette convergence offre une occasion d\u2019analyser les progr\u00e8s accomplis et d\u2019identifier les leviers d\u2019acc\u00e9l\u00e9ration pour transformer durablement les syst\u00e8mes agroalimentaires du continent<a href=\"https:\/\/www.unfoodsystemshub.org\/un-food-systems-summit-4-stocktake\/\">1<\/a><a href=\"https:\/\/www.unfoodsystemshub.org\/un-food-systems-summit-4-stocktake\/overview-and-updates\/unfss-4-briefings-set-the-stage-for-a-transformative-stocktake-in-2025\/en\">2<\/a><a href=\"https:\/\/www.fao.org\/media\/docs\/unfoodsystemslibraries\/unfss-4\/unfss-4-information-note_10-07-25.pdf?sfvrsn=889d3dfd_3\">3<\/a>.<\/p>\n\n\n\n<p>Cet article examine les enjeux actuels de cette transformation, \u00e9value les tendances observ\u00e9es au regard des besoins croissants et identifie les \u00e9l\u00e9ments sur lesquels les pays africains peuvent s\u2019appuyer pour acc\u00e9l\u00e9rer leurs r\u00e9formes. L\u2019analyse s\u2019articule autour de quatre axes : le bilan des vingt ann\u00e9es de PDDAA, les dynamiques actuelles de transformation, les projections d\u00e9mographiques et nutritionnelles, et les leviers strat\u00e9giques d\u2019acc\u00e9l\u00e9ration.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>I. Vingt ann\u00e9es de PDDAA : acquis et d\u00e9fis persistants<\/strong><\/h3>\n\n\n\n<p><strong>1.1. De Maputo \u00e0 Malabo : des ambitions aux r\u00e9alit\u00e9s de terrain<\/strong><\/p>\n\n\n\n<p>Le PDDAA, lanc\u00e9 en 2003, engageait les \u00c9tats \u00e0 allouer 10% des budgets nationaux \u00e0 l\u2019agriculture et \u00e0 viser 6% de croissance agricole annuelle<a href=\"https:\/\/www.nepad.org\/caadp\/publication\/aucnepadrecs-caadp-key-messages\">4<\/a><a href=\"https:\/\/au.int\/sites\/default\/files\/documents\/31251-doc-the_country_caadp_implementation_guide_-_version_d_05_apr.pdf\">5<\/a>. La D\u00e9claration de Malabo (2014) a renouvel\u00e9 ces engagements, ciblant l\u2019\u00e9limination de la faim, la r\u00e9duction de la pauvret\u00e9 et la croissance inclusive pour 2025<a href=\"https:\/\/www.solidaridadnetwork.org\/publications\/african-governments-fail-smallholders-in-their-commitments-made-in-the-malabo-declaration\/\">6<\/a><a href=\"https:\/\/www.resakss.org\/sites\/default\/files\/Malabo%20Declaration%20on%20Agriculture_2014_11%2026-.pdf\">7<\/a>.<\/p>\n\n\n\n<p><strong>Constat : aucun \u00c9tat membre de l\u2019Union africaine ne parviendra \u00e0 atteindre l\u2019ensemble des objectifs de Malabo d\u2019ici la fin2025.<\/strong> Seuls 12 \u00c9tats affichent des progr\u00e8s continus lors des cycles d\u2019\u00e9valuation biennale, un constat document\u00e9 dans les revues officielles de la mise en \u0153uvre du CAADP<a href=\"https:\/\/www.solidaridadnetwork.org\/publications\/african-governments-fail-smallholders-in-their-commitments-made-in-the-malabo-declaration\/\">6<\/a><a href=\"https:\/\/www.nepad.org\/caadp\/publication\/ending-hunger-africa-elimination-of-hunger-and-food-insecurity-african-2025\">8<\/a>.<\/p>\n\n\n\n<p><strong>1.2. Les acquis ind\u00e9niables du PDDAA<\/strong><\/p>\n\n\n\n<p>L\u2019agriculture africaine a enregistr\u00e9 des performances remarquables. Entre 2000 et 2021, le PIB continental a doubl\u00e9 et le secteur agricole s\u2019est renforc\u00e9, mais cette croissance repose largement sur <strong>l\u2019extension des terres et l\u2019intensification du travail<\/strong> plut\u00f4t que sur des gains de productivit\u00e9 durable<a href=\"https:\/\/www.nepad.org\/caadp\/publication\/aucnepadrecs-caadp-key-messages\">4<\/a><a href=\"https:\/\/au.int\/sites\/default\/files\/documents\/31251-doc-the_country_caadp_implementation_guide_-_version_d_05_apr.pdf\">5<\/a><a href=\"https:\/\/ssa.foodsecurityportal.org\/node\/2147\">9<\/a>.<\/p>\n\n\n\n<p><em>L\u2019exp\u00e9rience de ces vingt ann\u00e9es appelle \u00e0 privil\u00e9gier une approche syst\u00e9mique et qualitative, \u00e0 m\u00eame de transformer durablement l\u2019agriculture africaine<\/em><a href=\"https:\/\/fr.shambacentre.org\/understanding-the-caadp-strategy-and-action-plan-for-2026-2035\"><em>10<\/em><\/a><a href=\"https:\/\/ccardesa.org\/africa-launches-bold-caadp-strategy-2026-2035-and-kampala-declaration-drive-agri-food\"><em>11<\/em><\/a><em>.<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>II. Dynamiques actuelles : \u00e9mergence et contraintes des syst\u00e8mes agroalimentaires<\/strong><\/h3>\n\n\n\n<p><strong>2.1. L\u2019essor du secteur de la transformation agroalimentaire<\/strong><\/p>\n\n\n\n<p>Le secteur conna\u00eet une croissance notable en cr\u00e9ations d\u2019emplois et en productivit\u00e9<a href=\"https:\/\/ssa.foodsecurityportal.org\/node\/2147\">9<\/a>. L\u2019urbanisation et la diversification alimentaire ouvrent de nouvelles opportunit\u00e9s d\u2019investissement.<\/p>\n\n\n\n<p><strong>D\u00e9fi majeur : la pr\u00e9dominance de l\u2019informel.<\/strong><\/p>\n\n\n\n<p>Le secteur demeure domin\u00e9 par les PME informelles, confront\u00e9es \u00e0 l\u2019acc\u00e8s limit\u00e9 au financement, des infrastructures insuffisantes, des co\u00fbts d\u2019exploitation \u00e9lev\u00e9s et un manque d\u2019innovation technologique<a href=\"https:\/\/www.zerohungercoalition.org\/en\/scaling-local-food-production-africa\">12<\/a><a href=\"https:\/\/ssa.foodsecurityportal.org\/node\/2147\">9<\/a>.<\/p>\n\n\n\n<p><strong>2.2. L\u2019inefficacit\u00e9 critique des cha\u00eenes d\u2019approvisionnement<\/strong><\/p>\n\n\n\n<p>Les cha\u00eenes logistiques sont peu performantes <strong>: il faut en moyenne 23 jours et 4 000 km pour acheminer une denr\u00e9e jusqu\u2019\u00e0 son march\u00e9, soit quatre fois plus qu\u2019en Europe.<\/strong> Ces faiblesses entra\u00eenent des pertes importantes et limitent la comp\u00e9titivit\u00e9 des producteurs locaux<a href=\"https:\/\/www.zerohungercoalition.org\/en\/scaling-local-food-production-africa\">12<\/a><a href=\"https:\/\/ssa.foodsecurityportal.org\/node\/2147\">9<\/a>.<\/p>\n\n\n\n<p><strong>Cons\u00e9quence directe : plus de 282 millions d\u2019Africains souffrent de sous-alimentation, soit pr\u00e8s de 20% de la population continentale<\/strong><a href=\"https:\/\/www.fsinplatform.org\/regional-report-food-security-and-nutrition-west-africa-and-sahel-2025-0\"><strong>13<\/strong><\/a><a href=\"https:\/\/www.nepad.org\/caadp\/publication\/ending-hunger-africa-elimination-of-hunger-and-food-insecurity-african-2025\"><strong>8<\/strong><\/a><strong>.<\/strong><\/p>\n\n\n\n<p><em>Le continent affiche un potentiel consid\u00e9rable, mais la transformation est frein\u00e9e par des verrous structurels, notamment l\u2019acc\u00e8s au financement et la faiblesse de l\u2019\u00e9cosyst\u00e8me d\u2019innovation<\/em><a href=\"https:\/\/www.linkedin.com\/pulse\/mapping-africas-agricultural-finance-gaps-5jlof\"><em>14<\/em><\/a><a href=\"https:\/\/ssa.foodsecurityportal.org\/node\/2147\"><em>9<\/em><\/a><em>.<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>III. Projections d\u00e9mographiques et nutritionnelles : l\u2019urgence d\u2019agir<\/strong><\/h3>\n\n\n\n<p><strong>3.1. La pression d\u00e9mographique croissante<\/strong><\/p>\n\n\n\n<p>L\u2019Afrique subsaharienne verra sa population doubler \u00e0 l\u2019horizon 2050, passant de 856 millions \u00e0 pr\u00e8s de 2 milliards d\u2019habitants, dont 40% ayant moins de 15 ans<a href=\"https:\/\/www.statista.com\/statistics\/1224205\/forecast-of-the-total-population-of-africa\/\">15<\/a><a href=\"https:\/\/en.wikipedia.org\/wiki\/Human_population_projections\">16<\/a>. Ces dynamiques vont exercer une pression toujours plus forte sur les syst\u00e8mes alimentaires.<\/p>\n\n\n\n<p><strong>3.2. L\u2019\u00e9cart grandissant avec les objectifs 2030<\/strong><\/p>\n\n\n\n<p>D\u2019ici 2030, 512 millions de personnes pourraient rester sous-aliment\u00e9es, dont 60% localis\u00e9es en Afrique. Seulement 9 pays sur 55 sont actuellement sur la bonne voie pour atteindre les Objectifs de d\u00e9veloppement durable concernant la nutrition<a href=\"https:\/\/www.fsinplatform.org\/regional-report-food-security-and-nutrition-west-africa-and-sahel-2025-0\">13<\/a><a href=\"https:\/\/www.nepad.org\/caadp\/publication\/ending-hunger-africa-elimination-of-hunger-and-food-insecurity-african-2025\">8<\/a>.<\/p>\n\n\n\n<p><strong>Alerte en Afrique de l\u2019Ouest et centrale :<\/strong> plus de 40 millions de personnes sont en ins\u00e9curit\u00e9 alimentaire pendant la saison post-r\u00e9colte 2024, un chiffre projet\u00e9 \u00e0 52,7 millions mi-2025<a href=\"https:\/\/www.fsinplatform.org\/regional-report-food-security-and-nutrition-west-africa-and-sahel-2025-0\">13<\/a>.<\/p>\n\n\n\n<p><em>Les projections imposent d\u2019acc\u00e9l\u00e9rer la transformation, sans quoi l\u2019\u00e9cart entre besoins et capacit\u00e9s de production continuera de se creuser<\/em><a href=\"https:\/\/www.nepad.org\/caadp\/publication\/ending-hunger-africa-elimination-of-hunger-and-food-insecurity-african-2025\"><em>8<\/em><\/a><em>.<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>IV. Leviers strat\u00e9giques d\u2019acc\u00e9l\u00e9ration : vers le PDDAA-Kampala<\/strong><\/h3>\n\n\n\n<p><strong>4.1. Le changement de paradigme : du sectoriel au syst\u00e9mique<\/strong><\/p>\n\n\n\n<p>Adopt\u00e9e lors du sommet extraordinaire de Kampala en 2025, la Strat\u00e9gie PDDAA 2026\u20132035 acte une rupture&nbsp;: d\u00e9sormais, la transformation agroalimentaire embrasse l\u2019ensemble des syst\u00e8mes alimentaires, int\u00e9grant nutrition, d\u00e9veloppement \u00e9conomique, durabilit\u00e9 et inclusion sociale<a href=\"https:\/\/fr.shambacentre.org\/understanding-the-caadp-strategy-and-action-plan-for-2026-2035\">10<\/a><a href=\"https:\/\/ccardesa.org\/africa-launches-bold-caadp-strategy-2026-2035-and-kampala-declaration-drive-agri-food\">11<\/a>.<\/p>\n\n\n\n<p><strong>Objectif chiffr\u00e9 : accro\u00eetre la production alimentaire durable de 45% d\u2019ici 2035<\/strong> tout en divisant par deux les pertes post-r\u00e9colte<a href=\"https:\/\/fr.shambacentre.org\/understanding-the-caadp-strategy-and-action-plan-for-2026-2035\">10<\/a><a href=\"https:\/\/ccardesa.org\/africa-launches-bold-caadp-strategy-2026-2035-and-kampala-declaration-drive-agri-food\">11<\/a>.<\/p>\n\n\n\n<p><strong>4.2. Mobilisation financi\u00e8re ambitieuse<\/strong><\/p>\n\n\n\n<p>L\u2019objectif continental&nbsp;: mobiliser 100 milliards USD publics et priv\u00e9s \u00e0 l\u2019horizon 2035, sachant que le financement n\u00e9cessaire avoisine 77 milliards USD par an jusqu\u2019en 2030<a href=\"https:\/\/ccardesa.org\/africa-launches-bold-caadp-strategy-2026-2035-and-kampala-declaration-drive-agri-food\">11<\/a><a href=\"https:\/\/www.linkedin.com\/pulse\/mapping-africas-agricultural-finance-gaps-5jlof\">14<\/a>. Les institutions financi\u00e8res n\u2019allouent \u00e0 ce jour que 6% de leurs pr\u00eats \u00e0 l\u2019agriculture, alors que le secteur repr\u00e9sente 30% du PIB continental<a href=\"https:\/\/www.afdb.org\/fr\/news-and-events\/financing-african-agriculture-persuading-the-private-sector-to-commit-fully-17071\">17<\/a><a href=\"https:\/\/www.linkedin.com\/pulse\/mapping-africas-agricultural-finance-gaps-5jlof\">14<\/a>.<\/p>\n\n\n\n<p><strong>4.3. Innovation technologique et solutions num\u00e9riques<\/strong><\/p>\n\n\n\n<p>Le num\u00e9rique et la technologie (drones, capteurs, plateformes digitales) sont des leviers pour renforcer la transparence, l\u2019acc\u00e8s aux financements, la gestion de l\u2019information et la connexion aux march\u00e9s locaux et globaux<a href=\"https:\/\/ccardesa.org\/africa-launches-bold-caadp-strategy-2026-2035-and-kampala-declaration-drive-agri-food\">11<\/a><a href=\"https:\/\/www.linkedin.com\/pulse\/mapping-africas-agricultural-finance-gaps-5jlof\">14<\/a><a href=\"https:\/\/ssa.foodsecurityportal.org\/node\/2147\">9<\/a>.<\/p>\n\n\n\n<p><strong>4.4. Cha\u00eenes de valeur et gouvernance inclusive<\/strong><\/p>\n\n\n\n<p>La transformation des fili\u00e8res (l\u2019exemple du soja au Togo), la professionnalisation des organisations paysannes et l\u2019int\u00e9gration des femmes et des jeunes sont cl\u00e9s pour acc\u00e9l\u00e9rer le d\u00e9veloppement, garantir la r\u00e9silience et soutenir l\u2019inclusion<a href=\"https:\/\/ccardesa.org\/africa-launches-bold-caadp-strategy-2026-2035-and-kampala-declaration-drive-agri-food\">11<\/a><a href=\"https:\/\/ssa.foodsecurityportal.org\/node\/2147\">9<\/a>.<\/p>\n\n\n\n<p><em>Le nouveau cadre de Kampala offre les outils conceptuels et financiers n\u00e9cessaires. Sa r\u00e9ussite d\u00e9pendra de la coordination des politiques publiques, la mobilisation des ressources et la participation inclusive de tous les acteurs<\/em><a href=\"https:\/\/fr.shambacentre.org\/understanding-the-caadp-strategy-and-action-plan-for-2026-2035\"><em>10<\/em><\/a><a href=\"https:\/\/ccardesa.org\/africa-launches-bold-caadp-strategy-2026-2035-and-kampala-declaration-drive-agri-food\"><em>11<\/em><\/a><em>.<\/em><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Recommandations op\u00e9rationnelles<\/strong><\/h4>\n\n\n\n<p>Au moins quatre axes prioritaires se d\u00e9gagent&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Intensifier l\u2019investissement en recherche agricole et innovation<\/strong>, face aux effets du changement climatique et aux d\u00e9fis nutritionnels locaux<a href=\"https:\/\/fr.shambacentre.org\/understanding-the-caadp-strategy-and-action-plan-for-2026-2035\">10<\/a><a href=\"https:\/\/ccardesa.org\/africa-launches-bold-caadp-strategy-2026-2035-and-kampala-declaration-drive-agri-food\">11<\/a>.<\/li>\n\n\n\n<li><strong>D\u00e9velopper des infrastructures rurales int\u00e9gr\u00e9es (transport, \u00e9nergie, TIC)<\/strong> pour r\u00e9duire les co\u00fbts de transaction et am\u00e9liorer l\u2019acc\u00e8s aux march\u00e9s<a href=\"https:\/\/www.zerohungercoalition.org\/en\/scaling-local-food-production-africa\">12<\/a><a href=\"https:\/\/ssa.foodsecurityportal.org\/node\/2147\">9<\/a>.<\/li>\n\n\n\n<li><strong>Mettre en place des m\u00e9canismes de financement innovants<\/strong> adapt\u00e9s aux cycles agricoles et aux besoins des petits producteurs (80% de la population agricole)<a href=\"https:\/\/www.afdb.org\/fr\/news-and-events\/financing-african-agriculture-persuading-the-private-sector-to-commit-fully-17071\">17<\/a><a href=\"https:\/\/www.linkedin.com\/pulse\/mapping-africas-agricultural-finance-gaps-5jlof\">14<\/a>.<\/li>\n\n\n\n<li><strong>Renforcer la gouvernance et les capacit\u00e9s institutionnelles<\/strong>, en garantissant l\u2019inclusion de tous, et particuli\u00e8rement des femmes et des jeunes<a href=\"https:\/\/ccardesa.org\/africa-launches-bold-caadp-strategy-2026-2035-and-kampala-declaration-drive-agri-food\">11<\/a><a href=\"https:\/\/ssa.foodsecurityportal.org\/node\/2147\">9<\/a>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<p>Le Sommet UNFSS 2025 d\u2019Addis-Abeba survient \u00e0 un moment d\u00e9cisif : une exp\u00e9rience de vingt ans, une vision renouvel\u00e9e et des besoins sans pr\u00e9c\u00e9dent. Le nouveau cadre PDDAA-Kampala mise sur une transformation syst\u00e9mique et inclusive, \u00e0 la hauteur des enjeux d\u00e9mographiques, nutritionnels et environnementaux du continent. Reste \u00e0 acc\u00e9l\u00e9rer l\u2019action collective pour une Afrique autosuffisante, prosp\u00e8re et r\u00e9siliente.<\/p>\n\n\n\n<p><strong>STRATEGIES!<\/strong> accompagne de longue date institutions, minist\u00e8res et partenaires au d\u00e9veloppement pour l\u2019\u00e9laboration et la mise en \u0153uvre de strat\u00e9gies agricoles.
